Access to Indesign API only possible after first launching a vbs script

Hi all,

We have some C# code which we used with the regular InDesign that uses the API.

This seems only to be working with InDesign Server when I use the following steps:
1. starup machine
2. startup InDesign Server Service (can be done automatically)
3. start a random vbs from the VBScript directory (for example
"HelloWorld.vbs")
4. only after the 3rd step the API can be used. After that things will keep working

All the steps are obvious except for the 3rd one. Can anyone explain why this is? (or of course anything other I', missing)
